Frank Zappa. No one wanted to be him, someone had to be him, so he volunteered.

Frank explains the origins if the song just before they play it:

"we're driving from one pop festival to another, the bus had a toilet in the back, our road manager (Phil Kaufman) went into the toilet, while he's in a toilet we hear a horrible scream AAAAAAAAAAA!!! our road manager walked out and said "WHY does it HURT when i PEE?". i went back to the hotel and said 'this guy is really cosmic, he thinks of these great song titles all the time...
